I think you might have had some aged tilapia.
Try Trader Joe's frozen tilapia - I've never been disappointed with any of their frozen fish.
Have you thought about letting herbs compliment the fish instead of breading?
When you go to bake it it, non-stick your pan, and then very lightly drizzle it with olive oil and season with salt and pepper.
Let 'er go for 20 min.
While it's cooking, combine in a little saucepan: 1 T. each olive oil and butter substitute (Smart Balance works), and sauté a clove of chopped garlic in it. Take it off the heat when the garlic looks limp. Add to that ¼ tsp. each dried marjoram, basil, oregano, thyme, and savory (if you have it on hand). Finish it with ½ tsp. ground coriander and a tablespoon of lemon juice. The herbs will "bloom" in the oil and lemon juice off the heat while the fish bakes. Drizzle that over the fish when you plate it.
